“در جهان باستان، ایران و یونان مبتکر حکومتهای پیشرفته نسبت به زمان خود بودند که تدریجا به نقاط مختلف دنیا گسترش یافت. در شرایط داخلی اسارت گونه و پر مخاطرۀ کنونی، ملل ایران بیش از هر زمان دیگر نیاز دارند ابتکار خاصی به خرج دهند، و با حفظ اتحاد در میان خود و احترام به حقوق یکدیگر، شرایطی بوجود بیاورند که آزادی و خوشبختی، و صلح و آرامش را، در کلیۀ سرزمینهای ایرانی، بطور پایدار، تأمین کند و هماهنگ با نیازهای عصر کنونی، و همسو با سطح دانش در عرصۀ جهانی باشد.”

“In the ancient world, Persia (Iran) and Greece were the founders of effective social orders of their time that gradually were adopted and further developed and/or complemented by others in various parts of the world throughout centuries and millenniums. Under the current slave-like and dangerous condition in Iran, the people of various nations that collectively make the country of Iran, more than any time before in history, are in dire need to take action to establish a new order, to preserve the unity among themselves, honor each other’s rights, and implement a model constitution, to safeguard an stable peace and tranquility and happiness for all nations within Iran, in harmony with the demands of modern era, and in accord with the state of knowledge at world scene.”
